What is the Support at Home Program?

Starting from November 1, 2025, the new Australian Government Support at Home Program replaces the existing Home Care Packages (HCP) and Short-Term Restorative Care programs. It’s designed to be a simpler, fairer, and more flexible system to help older Australians live independently at home for longer.

  • Tailored Funding: The program introduces eight classifications of ongoing support (up from four HCP levels), with annual funding amounts now ranging up to approximately $78,000 based on your assessed needs. This allows for a more precise and personalised approach to your care.
  • Flexibility with Quarterly Budgets: Funding is managed through quarterly budgets with rollover provisions, giving you greater control and flexibility to adjust your services as your needs evolve.
  • Focus on Clinical and Rehabilitative Care: The program organises services into three categories:
    • Clinical Supports: Includes nursing care, allied health services (like physiotherapy and occupational therapy), and continence support, with the government covering 100% of these costs.
    • Independence Services: Help with personal care (showering, dressing), respite care, and transport.
    • Everyday Living: Assistance with domestic tasks (cleaning, laundry), meal preparation, and home maintenance.
  • Upfront Support for Safety: A new Assistive Technology and Home Modifications (AT-HM) scheme provides separate, often upfront, funding to make your home safer and more accessible (e.g., grab rails, ramps, mobility aids), so you don’t have to save your care budget for these essential items.
  • Short-Term Pathways: Access to a Restorative Care Pathway (up to 12 weeks of therapy to regain function) and an End-of-Life Pathway (dedicated high-level support for final months at home).
